VA Victory
HR 3447 Passed the U.S. Senate
December 24, 2001

WCA is pleased to report that HR 3447, providing for chiropractic benefits in the Veteran's Health Administration, passed the U.S. Senate late Thursday night. The bill now awaits action by President Bush.

Passage of this historic legislation by the House and Senate followed months of intense lobbying and negotiation by the WCA.

"Of significance is the inclusion of subluxation in the statutory language," said Dr. Terry Rondberg, WCA president. "WCA held the line on this vital issue, and prevailed. Senators, Members of Congress, and their staffs understand subluxation when it is propely presented," continued Rondberg.

WCA Board Member Chrisopher Kent, D.C. stated, "Inclusion of subluxation language sets an important precedent in federal legislation. It provides official recognition of the unique service provided by chiropractors."

Other important provisions provide for:

  • Direct access to chiropractic care
  • Personal service contracts and appointment of licensed chiropractors in Department medical centers and clinics
  • At least one site for a chiropractic program in each geographic service area of the Veteran's Health Administration
  • A training program to orient VHA personnel regarding the benefits of chiropractic care and services
  • Establishment of an advisory committee, including chiropractors, to implement the program.

According to Dr. Rondberg, "We anticipate that this will be the first of many 'wins' in Washington. WCA will continue to work for passage of Con. Res. 46, the postage stamp project, and the inclusion of subluxation language in any federal legislation involving chiropractic. WCA extends it's thanks to those who worked tirelessly toward this victory, including our lobbyist, board members, and our friends in the Senate and the House."
